Rahman is a Civil Engineer by discipline with a research focus on water and environment. He has a PhD from the University of Illinois at Urbana-Champaign (USA). He was involved in the preparation of Bangladesh Climate Change Strategy and Action Plan (BCCSAP) and Poverty Reduction Strategy Paper (PRSP).
